The city of Outhoumphon in Savannakhet, Laos, is an area where drinking water is scarce. Dozens of wells have been dug by non-governmental organizations [NGOs] and the European Union in order to solve the drinking water problem, and water pumps have been donated, but currently more than half are not working. This is because the depth of the well is usually shallow, less than 50 meters (55 yd). A well dug like this dries up easily in the dry season and becomes muddy in the rainy season, so it is difficult to continue using those wells.

The city of Outhoumphon, which had suffered from water shortages for a long time,
asked the Savannakhet state government to provide clean water. The request was transmitted from the provincial government to the federal government, and the Lao Front for National Construction asked the Intl. WeLoveU Foundation (hereinafter referred to as “WeLoveU”) for help.
Saysomphone Phomvihane, President of the National Assembly (former Chairman of the Lao Front for National Construction), asked for support and said that South Korea’s well technology is needed to dig deep wells. The WeLoveU visited Outhoumphon City Hall to accurately understand the local situation.

“Currently, water tanks, wells, and pumping stations have been installed by spending a lot of money, but their conditions are poor, so they are not utilized as much as they should.”
Banchong, Chairman of City Hall
“I have high expectations for South Korea’s groundwater development technology and equipment.”
Bounhom, Director of the City Front for National Construction
“Many wells have been developed, but we still need a lot more, and less than half of them are working properly.”
Xayyasack, Municipal Water Bureau Technical Wtaff
“The city of Outhoumphon faces a lot of difficulties due to the lack of water. I am very grateful for the help of the WeLoveU.”
Phokham, Vice Mayor
City officials hoped that the water shortage would be resolved with the help of the WeLoveU.

The WeLoveU dug two wells, passing through the bedrock layer at the city hall site
from May 4 to 8, and installed submersible pumps by working with a Korean underground water developing company in Laos. With the depths of 206 meters (225 yd) and 168 meters (184 yd) respectively, these wells can pump more than 200 tonnes of water per day. The water from the wells will be stored in the city hall water tank, which will be a great help in solving the problem of the drinking water for citizens.

“The Intl. WeLoveU Foundation excavated wells over 200 meters (220 yd) deep and installed submersible pumps in our city, where water is scarce due to the high land. It can pump up a lot of water, so we won’t have to worry about drinking water for many years in many areas of Outhoumphon. Thank you, the WeLoveU, for your help.”
Saensak Phimvongsa, Mayor of Outhoumphon
