Ministerial Resolution No. 000443-2025-MIMP
HAVING SEEN:
Reports No. D000269-2025-CONADIS-SDRID-BERP and No. D000016-2025-CONADIS-SDSPGE-MALO issued by the Directorate for Promotion, Registration, and Interventions for Persons with Disabilities and the Subdirectorate for Policy Monitoring and Evidence Generation of the National Council for the Integration of Persons with Disabilities (CONADIS); Memorandum No. D001516-2025-MIMP-DVMPV from the Office of the Vice Minister for Vulnerable Populations; Legal Note No. D000337-2025-MIMP-OGAJ from the General Office of Legal Advisory; and,
CONSIDERING:
That, pursuant to Articles 2 and 3 of the Law on Organization and Functions of the Ministry of Women and Vulnerable Populations, approved by Legislative Decree No. 1098, the Ministry of Women and Vulnerable Populations (MIMP) is the governing body of the Executive Branch responsible for national and sectoral policies concerning women and the promotion and protection of vulnerable populations, with the purpose of designing, implementing, and supervising public policies to safeguard their rights through an intersectoral approach;
That, in accordance with Article 6(d) of the aforementioned law, the MIMP holds exclusive authority, among others, to represent the sector of women and vulnerable populations before public and private entities nationwide;
That Law No. 29973, the General Law on Persons with Disabilities, establishes that CONADIS, attached to the MIMP, is a specialized executing public body responsible for formulating, planning, directing, coordinating, implementing, supervising, and evaluating national and sectoral policies related to disability;
That the aforementioned law recognizes that persons with disabilities have the right to access, on equal terms with others, the physical environment, transportation, and services in the most autonomous and safe manner possible;
That the National Multisectoral Policy on Disability to 2030, approved by Supreme Decree No. 007-2021-MIMP, establishes as a priority objective the management of access to assistive technologies, devices, and compensatory aids to promote independent living for persons with disabilities;
That, through Presidential Resolution No. D000240-2024-CONADIS-PRE, the “Roadmap for Assistive Technology for the Period 2024–2030” was approved to guide governmental action in promoting access to and use of assistive technologies;
That, through Report No. D000016-2025-CONADIS-SDSPGE-MALO, the Subdirectorate for Policy Monitoring and Evidence Generation of CONADIS specifies that the provision of assistive technologies constitutes a central pillar for ensuring the effective exercise of the rights of persons with disabilities, by reducing functional barriers and promoting their full participation in social, educational, labor, and community life; this is further reinforced by the National Multisectoral Policy on Disability for Development to 2030 and by the Roadmap on Assistive Technology for the 2024–2030 period, instruments that reflect the commitment of the Peruvian State to closing historical gaps and to building an articulated and sustainable system that ensures persons with disabilities have the necessary supports to exercise their rights under conditions of dignity and independent living;
That, through Report No. 0000269-2025-CONADIS-SDRID-BERP, the Directorate for Promotion, Registration and Interventions for Persons with Disabilities of CONADIS reports that, as a result of its coordination with the MIMP, the WeLoveU International Foundation donated 400 standard-size wheelchairs for adults; therefore, it proposes granting institutional recognition to said Foundation, since the described provision of biomechanical assistance constitutes a supportive effort that benefits persons with disabilities;
That said contribution is aligned with the sectoral objectives of the MIMP and complements the State’s efforts to guarantee the right to accessibility, thereby promoting equal opportunities;
That the provision of assistive technologies constitutes a central pillar in ensuring the effective exercise of the rights of persons with disabilities, reducing functional barriers and promoting full participation in society;
With the approval of the Vice-Ministerial Office for Vulnerable Populations; the General Secretariat; and the General Office of Legal Advisory;
In accordance with the provisions of Legislative Decree No. 1098, the Law on the Organization and Functions of the Ministry of Women and Vulnerable Populations (MIMP); Law No. 29973, the General Law on Persons with Disabilities; the National Multisectoral Policy on Disability to 2030, approved by Supreme Decree No. 007-2021-MIMP; the “Roadmap on Assistive Technology for the 2024–2030 Period,” approved by Presidential Resolution No. D000240-2024-CONADIS-PRE; and the Consolidated Text of the Regulations on the Organization and Functions of the Ministry of Women and Vulnerable Populations, approved by Ministerial Resolution No. 00380-2025-MIMP;
RESOLVES:
Article 1
To grant public recognition to the International WeLoveU Foundation for its generous donation of 400 wheelchairs intended for persons with disabilities and other vulnerable groups, thereby making a significant contribution to the exercise of the right to accessibility.
Article 2
To order the publication of this Ministerial Resolution on the Single Digital Platform of the Peruvian State for Citizen Services (www.gob.pe) and on the official website of the Ministry of Women and Vulnerable Populations (www.gob.pe/mimp).
